Yes, you're right- that's how it usually goes, but... some Italian masters (most notably Pogliaghi, Colnago, De Rosa, Pinarello...) used (especially for their pista/track frames) 68 width shell width, threaded with Italian 36x 24F thread. Sometimes it was by request of the customer (back than most racing frames were bespoke made frames) or master found it was better for particular bike (or its application), or they had only particular shell at the very moment in their stock. Nevertheless, Pogliaghi exclusively made track frames as custom tailored bikes for the top pro racers at the time and the waiting list was usually very long... this particular frame has 68 bb width shell with ITA thread and period correct thin wall cups with 68-P-120 (109mm) axle and the result is perfect chainline.
