its a top tube protector to stop drop bars from swinging around and putting dents in your top tube (if you're riding brakeless and don't have your bars taped).

so what is the nub around your top tube for? see them on bikes all the time but have yet to figure out what they're for. thought at first it was one of those couplings to break the bike for travel.
