It's a carbon no-name spacer I found on Ebay- might take some sanding to get it to fit the bearing race properly

Thanks! It's a carbon 8mm headset spacer- a cheapie from Ebay. I've replaced it with a 5mm 3D-printed part now, so I could use the stock dust seal.
