Cunningham Steel Road bike

My Friend recently bought this bike in Vancouver and I did some work on it for him. The frame is really beautiful and has a lot of really special lug work and really nice paint. I have no idea who built it and how long ago, It seems like its from the early to mid 2000s to me based on the condition and components. If anyone knows anything about the builder let me know. I'm really curious
