It is indeed a cycle speedway frame (Reynolds 653)
However; I've built it up fixed with a heavy gearing for bombing around town and it's surprisingly quick at that.

Anyone wondering what this thing is should look up "Cycle Speedway". Short dirt-track cycle racing popular mostly in Britain, apparently.
