sounds like the frame could have been for a coaster 3 speed? cool build!

The best guess so far is that it's a framebuilder's custom build, possibly out of vintage TT frame bits and pieces.
The fact that it has dual cable guides around the BB, yet no brake mount on the bridge is pretty unusual.

The frame builder just used a common BB-shell but did'nt want to waste time grinding the cable guides off. The steering tube angle is quite flat. May be a 24" fork was originally installed.
