I'd probably just get a Jamis Sonik with some spd pedals and call it a day. That bike comes with nice parts, carbon fork and seat post.
If I were to build a fixed gear for the road, I'd do a bianchi pista chrome with brooks seat, tape, and straps on chromed cages. Nice classic looks, that is different that what I already have...

Campy equipped trek t-1 (with archetypes to paul or phil or destickered elipese) and a surly with omniums and canit's.... or my klein if we're expanding it to road bikes

I would get two, three if I could get a good deal, cheap arse fixies. Retrospec or something like that. Riding with friends is more fun. Basic foot retention. Then use the change to go towards beer and BBQ supplies. Or just more beer.

I would go with a custom like a Low or Bishop if I could stretch my money that far. Then I'd set it in my room and stand over it as if it had all these proper components that I couldn't afford because I spent all my money on the frame.

Yep building bikes on hopes and dreams

Bishop would be way over 1200. Hah

I would build up an all city macho man with used parts because I'm already set with my track bike. Probably with a used force group, perhaps swap out the fork with an ec90.
I'm starting to think having a limit removes the fun out of this!

^^Agreed that 1200 limit kinda kills it. 1200 might buy you a nice/decent store built bike, but even piecing together a bike, it's so easy to go over that. You'd have to get frame and wheels pretty cheap. A realistic answer would end in probably building another steel frame similar to a kilo/masi and get some cheap mavics, but spend more on the crankset/bb. Then with the extra money, buy some beer for a job well done.

Easily done.

Centurion Ironman on CL, $300.
Sell the groupset and wheels, -$175 (conservative)
Now, you're at $125, and you need a groupset and wheels.
Shimano 5700 groupset, from the UK, $500.
Vuelta Corsa Lite wheelset, new, $200.
$825 and it will do anything you ask, at about 19 to 19.5 lbs.

Except impress your friends who think the world revolves around carbon.

Now, substitute other bikes for the Ironman at up to a net $500 or so, and you'd be surprised how much you can get for $1200.

My BMC is under 17 lbs (naked), and is about $1325 as it sits.

Heck, local CL has a 2013 Merckx EMX-1 with 5700 for $750. The extra money would fix anything wrong with that bike, or a great set of shoes and a helmet, and some local lager.

I'd buy a Big Block complete, switch the bars to compact drops and spend the rest of the money on nachos.
