Wide tyres and rims

So I have a lugged steal frameset I ideally want to set up with 35c but 32c would be fine tyres any suggestions for good but not too expensive wheelsets?

I've seen wheels like the h plus son tb14 but wondered about alternatives that are a bit deeper

Kinlin makes some strong wide tubeless compatible rims for cheaper than hplusson.

although its not recommended-i fit 35mm tires on my mavic ellipse wheelset-did a 30 mile levee ride no problem.
