Is it a custom paintjob? Never seen one like this before but that's awesome! The only thing I don't like are the blue tyres!

All signs point to yes. I actually don't know much about this frame, and neither did its previous owner. I contacted Cinelli Italy and they said it's most definitely a Vig tube set but not an original paint job.
