Why is the wheel missing the Shamal track decal? Also, why is there a free wheel on it? Is it a shamal road hoop laced to a different hub?
Probably was removed. Fixed threads can take freewheels too.
It'd be great if we lived in a word where we could just take your word for it, but I think you're going to have to take the freewheel off and get some more pictures.

I know they can but the question is more why. Especially on a rim with no braking surface.
