No, It's a framebuilder idea from 1983 to increase the inclined position of the rider :)

No sir, actually I have a dust cap that adapted it from bar-end plug but it prefer to keep it real.

Ah, sorry about this inquisition but am genuinely interested. How did you cope with the clearances; sizing down on the front wheel?

It's OK sir, I'm really pleased to answer any questions. If this bike setting with this geometry, it muse using 650 x 19c for front wheel because the gap between stem and tyre are not enough to put an ordinary 650 (x20-x23) tyres.

normally a stem binder is welded onto the fork on those kinds of setup, so it's nice to see a variation ! put on better rims, but those hubs are total keepers. you can't really beat the silkiness of the bearings (i have the same)

All saddles has to be in level with the ground to make it look and feel good. That's one of the unwritten rules of cycling. And if you look at my bikes never mind the angle on the Mielec, I've fixed it by now but I haven't got a picture of it.

How does the bike handle with this set up? I want to try this, but know it changes the geometry. Is it a 700c fork?

It's a special folk from Stelbel, longer than ordinary 650c folk, and cannot put 700c wheel in there too. Stem can install in 2 ways, ordinary and upside down like mine.
This bike using clincher tire and it must to using only 650 x 20c tire to fit with it, but it can put 650 x 23c tubular tire too.

Stem can put in regular place and upside-down angle, so the folk is longer than ordinary 650c but cannot put 700c rim in there too.
