I bought it used so yeah it came cut already. I'm sure the steering tube was a lot longer when the person i bought it form got it from leader.

Yeah i've been meaning to do so. Good a time as any since the phoenix FGFS straps are pretty beat up already. I ordered some cadence double straps and all city toe clips.

I'm about 6'0. There is a little bit of toe overlap but it's not really that huge to make a big difference. I was on the fence about getting a 55cm or a 58cm and i'm glad i got the 55. Even though it says it's a 55 it feels more like a 57cm. You should be fine as well. I say get the 55.
